How do you decide something is new?

Our rule for this state, and its limits.

We read them every day and keep the ones that say pending, or provisional with a final inspection still required. Then we sort them into five regions by town.

A provisional license with a final inspection due is about as close to opening day as public data gets. Volumes are small, because Connecticut is small. We never count a company filing as an opening.
